Title I Approval Process for Purchase Orders and Per Diems

The California Department of Education (CDE) issued several Title I findings during the 2022-23 Federal Program Monitoring. The CDE found that many of Â鶹¹ÙÍø’s Title I expenditures did not support a supplemental instructional program or were not specifically addressed in the SPSA.
As a result of these findings, the Office of State and Federal Programs will review all Title I (3010 and 3019) and Comprehensive Support and Improvement (CSI or 3182) funded purchase orders and per diems for Title I allowability. This is not a new process, and will not delay the approval of your purchase orders or per diems.
If your purchase orders or per diems are missing vital information, the Office of State and Federal Programs may reach out to Office Managers or Principals for additional information and clarification.
To assist you in ensuring your purchase orders and per diems are approved quickly, please ensure that:
- SPSA citations are taken directly from your current year’s SPSA. Include the goal and strategy number. For more details please refer to the Principal’s Bulletin entitled Protocol for Expenditure Requests.
- All Title I funded expenditures are specifically stated in the SPSA.
- All supplemental instructional materials purchased with Title I funds must support a supplemental instructional program.
- All supplemental instructional materials purchased with Title I funds listed in your SPSA.
